AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the report indicated.
Official Warns Against Using AI Chatbots for Voting Guidance
The vice-chair of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an electoral contest that will be closely watched around Europe for the performance of the PVV.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.
Every significant political faction have rejected a coalition with the PVV, meaning the party that comes second is most likely to supply the future head of government.
Inadvertent Prejudice Attributed to Chatbot Functioning
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
